Cryptic crossword No 2,545

Draft of something forthcoming in a legal newsletter; any comments gratefully received

Thanks Caritas for an enjoyable puzzle, for which I think very little familiarity with the legal world is required. Favourite clues were 9a and 21a, 17d. I found 22a was very difficult to parse, but once you had the crossers could not be anything else. I will from a novice setter perspective offer a couple of minor observations in reply.
